N2  - The Heads of State of the Organization of Eastern Caribbean States (OECS) have recognised human resource development as a vital development priority.  In keeping with this the OECS has adopted an Education Reform Strategy which includes the harmonisation of Education Legislation.  This harmonised Legislation is an integral component of the broader effort by the OECS to achieve a harmonized human resource development strategy.
