N2  - The Theory Best Practices Workbook was designed for the OECS as an initiative under the ECEMP - FINMAN project by Brian Kimberly. It compares common treasury junctions across the OECS and is intended to identify the best and least effective practices and encourage greater use of best practices. It is sort be used annually through a peer review process when two senior treasury staff from the OECS country assess the hosts country's core administrative practices. The quantitative data provides a basis for comparative analysis between countries in subsequent reviews
