It concludes that the fiscal policy was unsustainable and posed a risk to the stability of the currency board management. The report recommends that most of the adjustment required to achieve a sustainable fiscal policy need to come from expenditure cuts, in particular a reduction in the number of established and non- established position and from increasing revenues through tax reforms. It also emphasizes the importance of structural reforms to enhance public sector efficiency and equity, public financing management reforms and social safety net programs ER -
