In St. Lucia three thousand houses and fifty percent of school buildings were badly damaged. Electricity and telephone systems were also seriously affected. Roads did not sustain major damage. In Dominica 50 percent of housing was badly damaged with 12 percent beyond repair. All school buildings were badly damaged, all utility services were disrupted and roads were made impossible by slides and fallen trees. Most reconstructed buildings in both islands now incorporate hurricane straps in roof construction but low cost housing remains unprotected. Recommendations include roof hurricane straps and permanent storm shutters for Government buildings and schools ER -
