Issues covered include the operation and financing of the structural adjustment facility for low-income countries, the fund's approach to growth-oriented adjustment and its conditionality practices, the use of the extended fund facility, the setting of access limits, improved access to the compensatory financing, facility and indebtedness and arrears to the fund. The paper also gives attention to efforts to strengthen surveillance of the major industrial countries as part of the fund's role in supporting global economic adjustment.
