While affluent and middle-income houshold mortage loan needs are met by local lending institution , low-income house building activity has little assistance except for the Self-Help and Central Housing and Planning Authority Schemes.                        Recommends a) that the state provides loan-finance for low income housing with   capital funds being sought on soft loan terms from Caribbean Development Bank and self-help housing aid from FAO (b) development of a plan to improve local production of building material and  (c) greater use of local material
