520 _a The critique suggests that while "Guidelines for Economic Development Strategy for CARICOM countries into the 21st Century" provides a comprehensive description of the current state of Caribbean economies, the document has a number shortcomings. These include lack of focus on critical issues, inclusion of marginal issues and portrayal of Government as dominating economic development agents. Additional weaknesses of the document are the lack of strong criticisms of the governments who commissioned the guidelines and a failure to outline "a coherent development strategy" for the Caribbean. The critique then attempts to identify areas of concern and lists specific decisions which Caribbean leaders must take to prepare their countries for the future.
