Energy planning models for developing countries need to be flexible (to cope with rapidly changing energy systems), easy to use, and have modest data and computer expertise requirements. The application of Decision Support Systems is a new approach to this problem. Energy Toolbox is briefly described. It includes a number of established modeling tools/reference energy system, linear programming, energy balance tables, disaggregated demand system, econometric analysis) integrated through a common database. It is also has an advanced user interface incorporating menu systems, full-screen editing, pop-up windows, context sensitive help and graphical displays.
