Seeks to provide information to the heads of the Caricom governments on the efficiency and effectiveness of the Regional Health Institute (RHI) and to guide the decisions on how to restructure and strengthen these institutions to better serve the health needs of the Caribbean region. Findings indicate that core mandates of these institutions needed to be "reviewed and balanced in the light of core funding available to support them". It was also noted that there was "uncertain understandings of what constitutes core mandate area".
