This is a commentary on a report on the Dominica Deep Water Habour prepared by Coode & Partners and Robson Morrow and Co. The commentary states that the report's conclusion has some inconsistencies - proposed length of wharft, financial analyses - but, has some justification on Roseau as a preferred site and the economic feasibility of a deep-water harbour. Critcisms of sections of the terms of reference, the conclusions and recommendations, the length of berth required and the cost of construction are discussed in Vol.2. The Economic report -CARIFTA trade development, cargo throughout, wages and prices etc., are outlined.
