Based on a survey carried out in the Caribbean in March 1989. Discusses early industrialization in the Caribbean when import substitution was the policy. Defines export processing zones. Many Caribbean countries see this as a strategy for creating jobs in the Caribbean. However, the study concludes that while EPZ's can set the pace for growth in the manufacturing sector, Caribbean government should devise programmes based on local enterprise and initiative.
