Economic development seen as means to social development within a self-sustaining cycle. National consensus is seen as prerequisite to attaining economic development. Recommends that the conference proposes inclusion of Caribbean NGO representation, focus on debt, identification of technologies with development of "tech-fawns", policy on toxic waste, interaction between environmentalists and the financial community. Technical information gathering, priority attention to women, strategies to expand production and provide finance for the expansion of production are also proposed.
