The country is handicapped by an extremely large external public debt as well as other economic ills. To overcome these problems the government embarked on a recovery programme which focuses on policy actions to stabilize the economy, reforms to improve national economic management and stimulate the private sector, human resource development and upgrading of basic infrastructure.
