The author suggests that the administration and management of education in small states suffer from lack of goal management and by consequence, productivity management. He sees the need to focus on policies which attract competent and trained personnel to the Civil Service, promote the democratization of education, address the under-investment in education due to lack of private sector involvement, shift funding from higher to basic education and address the "vocational school fallacy". Describes a conceptual framework for an administrative strategy based on a systems approach which views the organization as a unified, goal-oriented system of interrelated parts.
