Traces attempts at West Indian cooperation and unity since the collapse of the federation in 1962. Presents a number of arguments in favour of OECS political union. These cover economics, external relations, external defence and security, human rights and psychological and cultural factors. Possible forms of political unity - confederation, federation, unitary state - are discussed. Comments of the questions and doubts; loss of votes in international organization, freedom of movement, taxation, etc; OECS political union within the Caribbean community is examined. Demas concludes by describing what development should mean in the Caribbean and by emphasizing that political unity only is not sufficient but should also be accompanied by development. |
