In the late 1970's Dominica experienced macro-economic instability which were further aggravated by political instability and two major hurricanes. In the 1980's, the government decided to take corrective measures and embarked on a 3-year Structural Adjustment Programme (SAP) under the International Monetary Fund (IMF) Extended Fund Facility (EFF). This paper underscores the need for Dominica to implement a structural adjustment programme and to reduce the public debt to a manageable level aimed at increasing savings and investment.
