This technical proposed outline a comprehensive study on local government reform in Dominica submitted by the Institute of Social and Economic Research (ISER) of the University of the West Indies (UWI), Cave Hill Campus, in August 1998. The study aims to analyze the structure and functioning of local government in Dominica, identifying key challenges and opportunities in reform. Through qualitative and quantitative research methods, it seeks to assess the effectiveness of existing local government framework, citizen participation and resource allocation. It also includes a curricular vita of consultants.
