This report submitted by Owen S. Arthur and consortium is presented to comply with Terms of Reference of the contract for the consultancy to support the full integration of Belize and the OECS in CSME. It is proposed that an economic cooperation agreement to be drawn up between Belize and the OECS to facilitate their collaboration in the planning and implementation of the initiatives intended to be performed under Chapter 7 of the Revised Treaty of Chaguaramas. Phase I of the consultancy involved the development of an inventory of the factors that prevent the OECS and Belize from participating in CSME. Phase II of the consultancy required that the findings of the February 16th, 2010 be presented at in-country consultation meeting with stakeholder.
